ICAO welcomes Congo's efforts at achieving aviation safety targets
Brazzaville, Congo (PANA) - Experts from the International Civil Aviation Organization (ICAO) have commended the Congolese government's efforts at achieving aviation safety targets, commonly known as the Abuja Goals or 65.83 percent implementation rate, said an audit report by the ministry of transport and civil aviation received by PANA here Monday.
The report endorsed by the heads of state of the African Union, among other objectives, is aimed at achieving an effective implementation rate of at least 60 percent for all countries on the continent.
This is intended to meet the crucial elements of the safety oversight system, corresponding to the world average, and constituting one of the most important Abuja objectives in the field of civil aviation safety.
According to the auditors, Congo has made significant progress for which the National Civil Aviation Agency (ANAC) will have to maintain or even improve its course.
“it must continue to make steady progress and must always be able to question itself. Taking into account the recommendations, it is quite possible to improve this score in the coming months in some areas such as aviation accident and incident investigations,” they said.
"This mission validated the airline certification processes and did not identify any significant safety concerns," the experts noted.
Oaci's audit mission took place from 18 - 26 June on the six areas of civil aviation, namely legislation; personnel licensing; airworthiness; operations; air navigation services; and aerodromes.
These technicians also examined the eight crucial elements of a safety oversight system, including basic aviation legislation; specific operating regulations; the state system and functions; quality technical personnel; technical indication, tools and provision of safety-critical information; EC-6 licensing, certification, authorization and/or approval requirements; EC-7 monitoring requirements; and EC-8 safety problem solving.
During the mission, the auditors visited the industry and service providers of the Agency for the Safety of Air Navigation in Africa and Madagascar, as well as the Congo Airports in Brazzaville, and the structures in Pointe-Noire.
"By achieving one of the main security objectives of Abuja, our country has taken on another dimension among ICAO Contracting States, and therefore in the international aviation community," said ANAC Director General Serge Florent Dzota.
Congo will be encouraged at the next ICAO General Assembly for its efforts in making it eligible to be elected president of this international organization.
