Globally, Finland is the world's leading country in terms of governance.

The top 20 is dominated by Europe and America with the exception of Australia and Japan.

Behind Finland, Switzerland (2nd) and Singapore (3rd) complete the podium.

Richard F. Chandler, founder of the Chandler Institute of Governance, said in a statement that well-governed countries attract capital and talent, which fosters innovation in the marketplace, leading to strong companies and vibrant economies.

This in turn allows for greater investment in public services, creating a virtuous circle.

The index focuses on seven pillars: leadership and foresight; robustness of laws and public policies; strength of institutions; financial management; market attractiveness; influence; and global reputation.

In addition, the index uses a rigorous methodology developed in consultation with government practitioners, executives, index experts and governance researchers.

It was designed by the Chandler Institute of Governance to demonstrate the importance of investing time and energy in improving the skills of public servants and the structures within which they operate in order to deliver a better and more sustainable future.

The Chandler Institute of Governance (CIG) is an international non-profit organisation, headquartered in Singapore, which presents itself as an institution that fundamentally believes in a world where citizens have a deep sense of trust in their governments and public institutions, and where nations are governed by wise leaders, supported by an effective civil service.
