The PSC calls for the transfer of the AU Liaison Office to Tripoli and the appointment of a Special Envoy for Migration

Tripoli, Libya (PANA) - The Peace and Security Council (PSC) of the African Union has requested the Chairperson of the African Union Commission to expedite the transfer of the African Union Liaison Office to Tripoli, given the security situation on the ground.

It also urged the chairperson to appoint a Special Envoy for Migration to coordinate migration issues on the continent, in light of the seriousness of migration problems in Africa.

Regarding the situation in Libya, the Council explained in a communiqué issued at the end of its session held on Thursday at the level of Heads of State and Government, as reported by the Libyan news portal ‘Bawaba Al Wasat’, that the transfer of the African Union Liaison Office to Tripoli is part of the implementation of the decision adopted by the ordinary session of the African Union Heads of State and Government in February 2022 in Addis Ababa, the Ethiopian capital.

The Council expressed its deep concern about the serious violations of the fundamental rights of African migrants and refugees, including their arbitrary detention, ill-treatment and exposure to gender-based violence.

It called on the Libyan authorities to take concrete measures to ensure the protection of all African migrants and refugees, regardless of their status, including by closing the inhumane detention centres where they are held.

In this regard, the Peace and Security Council requested the African Union, the United Nations and the European Union to reactivate the Tripartite Working Group on Migration.

In its communiqué, the Peace and Security Council congratulated the Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (UNSMIL), Hanna Tetteh, on her appointment, wishing her every success in the exercise of her mandate.

In conclusion, the African Peace and Security Council called for the continued strengthening of synergies between the efforts of the African Union and the United Nations, and pledged to maintain sustained attention to the Libyan issue.
