Libya: GNA, UK sign MoU on decentralization

Tripoli, Libya (PANA) - The Presidential Council of the Government of National Accord (GNA) on Tuesday signed a memorandum of understanding (MoU) with the United Kingdom and Northern Ireland for the implementation of the project to boost levels of governance and decentralized management.

Member of the Presidential Council and chairman of the Higher Committee for the Transfer of Specializations and the Minister of Education, Mohamed Amari Zayed, signed the deal for Libya while British Embassy officials signed for the UK, said a statement issued by the Department of Communication and Information of the Council of Ministers.

The project, which is funded by Great Britain, is part of "the achievement of the objectives of administrative decentralization adopted by the Higher Committee for the transfer of skills".

It also aims to strengthen the levels of governance and decentralized management by targeting a certain number of objectives, in particular, the strengthening of the capacities of the executive system at central and municipal levels, and the improvement of working relations between the Ministry of Local Government and its subsidiary bodies, as well as municipalities under the supervision of the Supreme Committee for the transfer of competences, according to the press release.

The project also aims to strengthen governance and service delivery at the municipal level, as well as support government services at the sub-central level to be more responsive in local development planning.
