Congo to use CCTV to protect airports, airfields

Brazzaville, Congo (PANA) – Congo is moving towards the installation of CCTV protection at the country's airports and airfields after the Council of Ministers adopted a draft law on it on Wednesday.

This will require the country to comply with international airport operating requirements and International Civil Aviation Organization (ICAO) standards, according to the statement issued after the Council of Ministers meeting.

The Congolese government said it was responding to the challenge posed by the evolution and increase of security risks.

With this in mind, the Congolese state has decided to provide airports and airfields with CCTV.

However, given the Congolese legal arrangement, the authorisation to set up such surveillance systems for large-scale sites must necessarily be regulated by law.

The purpose of these surveillance procedures is to record the actions of individuals, but these techniques have certain implications for civil liberties and the protection of human rights.

For example, this data is likely to be exploited in criminal proceedings, instructions or even trials.

The bill adopted by the Council of Ministers thus specifies the conditions for the implementation of video protection and aims to ensure a reconciliation between the imperatives of public safety and respect for civil and individual freedoms.
