Congo takes measures to fight illegal enrichment

Brazzaville, Congo (PANA) – The Congolese government is considering more efforts to fight the embezzlement of public funds and illegal enrichment, following pressure for good governance and the commitments the  country made to the International Monetary Fund (FMI) within the framework of the agreement reached on 11 July.

 

In view of the agreement, the Congolese government made it obligatory for elected and appointed citizens in higher administrative positions to declare their assets.  

 

That disposition aims to strengthen the transparency in governance of public funds, and strengthened execution of the government functions.

 

"All citizens elected or designated for a public duty are obliged to declare their assets before taking office and at the end of their term, in accordance with the law," said the Congolese Minister of Justice and Human Rights, Ange Aimé Wilfrid Bininga.

 

According to Bininga, the decree spells out  modalities for the declaration of assets.

 

Actually, the declaration should be completed within three days follow the assumption of duties of the concerned and reaffirmed in the same deadline of the end of mission.

 

"It should indicate proper assets of the declarant, common assets of spouses in case of marriage, individual properties, as well as an estimation of all these assets", said Bininga.

 

Executives concerned by this disposition  are the President of the Republic, the Prime Minister, the ministers, heads and members of public institutions, the general directors and inspectors, central directors of public administrations, judges, public accountants and credit managers at different administrative levels.
