Arab foreign ministers attached to Libya’s unity, integrity and sovereignty

Tripoli, Libya (PANA) - The League of Arab States Tuesday resolved to commit itself to “the unity, sovereignty, territorial integrity, well-being, stability and prosperity of its people and its democratic future”. 

The League, at an emergency ministerial meeting held via videoconferencing, underlined the need to work to “restore the Libyan national state and its institutions, its role in service for the Libyan people far from all external interventions”. 

In a statement, the Arab ministers of foreign affairs stressed the importance of a political solution to the Libyan crisis and the support of the Council of the League for the full implementation of the Libyan political deal signed in the Moroccan city of Skhirat.

The ministers insisted on the role of all legitimate institutions established from the Libyan political deal and the results from the different international and regional paths, more precisely the Berlin Conference.

The resolutions reaffirmed the central and key role played by Libya’s neighboring countries and the importance for coordination between them in the efforts to end the Libyan crisis.

They also underlined the rejection and need to prevent foreign interference that facilitated the movement of foreign extremist terrorist fighters to Libya, “as well as the violation of the international resolution on the arm embargo which threatens the security of Libya’s neighboring countries and the whole region”.    

The meeting underlined that a political resolution among all Libyans with their different affiliations was the only solution to restore security and stability in Libya and eliminate terrorism.

The ministers expressed "their serious concern that the external military escalation aggravates the Libyan crisis and threatens the security and stability of the entire region, including the Mediterranean, insisting on the need to end the military conflict".

The recommendations rejected "all illegal foreign interventions that violate the laws, decisions and international norms and contribute to the spread of the terrorist armed gangs seeking to expand extremist ideas and fuel violence and terrorism".

They demanded "the withdrawal of all foreign forces operating on the Libyan territory and in all Libyan territorial waters”.

The resolutions welcomed all international initiatives, efforts and actions made by neighbouring countries aiming to stop the military operations and resume the political process in Libya under the aegis of the United-Nations, while showing pleasure with the "Cairo Declaration" on Libya made on 6 June.

The participants said that the Cairo Declaration was based on the fact that the solution in Libya must be based on the Libyan political deal, the pertinent resolutions of the Security Council, and results from the Berlin Conference and the previous international summit and efforts.

The executive council of the Arab League expressed its full support for the efforts made by the UN Support Mission in Libya aiming to reach a settlement of the crisis, among others.

 The council urged the UN Secretary-General to accelerate the nomination of its special envoy to avoid the negative aspects of the void on the achievement of progress towards dialogue.

The resolutions also stressed the need to reach immediate permanent ceasefire, arrangements for the implementation and verification of its commitment to the continuation of talks held within the framework of the joint 5+5 military commission in Geneva under the aegis of the United-Nations, and the quick return of negotiations for political solution.

The Arab ministers also insisted on the need to oblige the United-Nations, international community and all foreign parties to “expel mercenaries from all Libyan lands and to work to unify the military and security institutions in Libya” as well as dismantle the militias and “hand back their weapons in accordance with the conclusions from the Berlin Conference".

The resolutions condemned all human rights violations, whatever their perpetrators, on all the Libyan territory, underlining the importance to protect all foreigners in Libya.

The meeting called on the Secretary-General of the Arab League to follow the implementation of the resolutions and submit a report to the Council.
