AU Summit: AU Peace and Security Council proposes measures to end Libyan fighting

Tripoli, Libya (PANA) – The African Union Peace and Security Council, which met the day before the summit of African Union summit opened in the Ethiopian capital, Addis Ababa, on Sunday, has proposed three concrete measures to be examine immediately to end the fighting in Libya and help end the crisis.  

The meeting of the Peace and Security Council, which was attended by heads of the 15-member countries, concluded a proposal for the deployment of an African military observer mission to supervise the ceasefire and establish contacts with the Libyan parties once the ceasefire is signed. That mission will be preceded by a joint observation process between the African Union and the United Nations, AU sources said.

The second procedure concerns the establishment of a contact group within the African Union high level committee on Libya to regularly follow the evolution of the situation.

Finally, the meeting underlined the appeal of the UN Security Council to apply sanctions in case of violation of the arms embargo.

The leaders of the member countries of the Peace and Security Council called on the international community to associate actively with Africa in efforts for the resolution of the crisis, calling for the cessation of foreign interference in the crisis.

They denounced the absence of the role of the African Union in the search for solution to the Libyan crisis.

UN Secretary General, Antonio Guterres, speaking at the AU Summit deplored the "chaos in Libya", criticising the "direct collusion" of several member countries which had fuelled the violence.

He stressed that "only a political solution will bring peace", noting that the UN Support Mission in Libya will receive an African Union representation at its headquarters "and for the participation of its members in all internal committees, particularly those identified by the Berlin conference.

In another development, Mr. Guterres has met with the minister of foreign affairs of the Government of National Accord (GNA), Mohamed Siala, and reaffirmed "the commitment of the United Nations to work with all parties to ensure peace".
