RESOLUTIONS
ADOPTED BY
THE 35TH ANNUAL GENERAL ASSEMBLY
TRIPOLI, LIBYA ON
8-9 DECEMBER 2003
EXPRESSION
OF APPRECIATION TO THE RES 35/1
LEADER OF THE GREAT 1ST SEPTEMBER
REVOLUTION, COL. MUAMMAR GHADDAFI
Noting
with great admiration the relentless efforts and unwavering leadership
that The Leader of the Great 1st September Revolution has demonstrated
for the unity and development of Africa;
Grateful for his gracing our Annual General Assembly by his presence
and addressing the Assembly despite his busy schedule;
Mindful of the wise counsel and guidance he has given on the need
for consolidation and cooperation among African States and airlines;
Resolve to:
a) Express our deepest appreciation and gratitude to The Leader
of the Great 1st September Revolution, His Excellency Col. Muammar
Ghaddafi for his presence at our Annual General Assembly and
for his wise guidance and explicit support for the Airline Funding
Initiative for Africa (AFIFA).
b) Thank the Leader of The Great 1st September Revolution, Col.
Muammar Ghaddafi, the people of the Libyan Arab Jamahiriya for
the warm welcome accorded to the AFRAA Secretariat, delegates and
participants of the Annual General Assembly.
c) Call upon the African Union to establish a fund within the
Union to support
African airlines, aviation institutions and facilities to enable
them restructure for consolidation and mergers.
d) Call upon African States, institutions and member airlines
to establish
common maintenance, training and joint purchasing facilities to
achieve economies of scale and reduce costs.
e) To call upon governments and member airlines to identify national
institutions and develop such institutions into regional facilities
so as to avoid duplication and waste of human and financial resources.

f) Express our appreciation and thanks to the host airlines; Libyan
Arab Airlines and Afriqiyah Airways, their Chief Executive Officers
and their employees for the excellent organization and preparation
which made our 35th Annual General Assembly a great success.
EXPRESSING SOLIDARITY WITH THE RES 35/2
PEOPLE OF LIBYAN ARAB JAMAHIRIYA
Recognizing that free trade between and among nations of the world
is essential to the development of African economies and a prerequisite
for a viable African airline industry
Aware that certain African countries are unable to engage in free
trade due to embargoes, adverse travel advisories and restrictions
imposed by certain States without due regard to the impact on victim
States
Aware that the Libyan Arab Jamahiriya is still under unilaterally
imposed trade sanctions despite the lifting of the trade embargo
by the United Nations
Noting that the African Union has advised all African States and
institutions not to comply with such embargoes, travel advisories
and restrictions
Noting that the African Airlines Association is an African Institution
established under the auspices of the African Union
Resolves,
· To
express its solidarity with the people, Government and the leadership
of the Libyan Arab Jamahiriya
· Calls for the immediate lifting of the sanctions imposed on the
Libyan Arab Jamahiriya
· Directs the Secretary General to bring this Resolution to the attention
of to all concerned parties.
MANAGEMENT STABILITY & CONTINUITY

Recalling that
the 34th Annual General Assembly held in Harare resolved to call
upon
African Governments “to take practical
measures to create an enabling environment for an independent and
stable management, directed and managed by professional boards
and Chief Executive Officer”.

Noting with great concern that despite such calls by the Association,
the situation has worsened with the frequent removal from office
of Chief Executives resulting in further destabilization of the
affected airlines already in crisis.
Convinced that lack of stability and continuity in management
of the airlines has contributed to the crisis that many African
airlines are in currently.
Resolves,
To once again call upon African Governments;
§ to urgently
take serious measures to create a conducive environment for a
stable
and independent management, directed and
managed by professional Boards and Chief Executive Officers.
RESTRICTIONS ON FREE MOVEMENT OF RES 35/4
PEOPLE AND GOODS
Recognizing that free movement of people and goods within the
continent is a pre-requisite for the rapid economic progress and
integration of the Continent and the growth of the Airline industry;
Noting that visa and residence permit restrictions imposed by
African governments have impeded the free movement of people and
goods thereby hampering the development of the airline industry;
Resolves:
To call upon African governments to expedite measures to remove
visa and work permit restrictions so as to allow free movement
of people and goods.
AIRLINE CO-OPERATION RES 35/5
Recognizing the serious threat that African carriers are facing
due to globalization and further consolidation of the international
aviation industry;
Convinced that African carriers with their small size and meager
resources will not be able to survive in the face of competition
challenges from the international mega-carriers unless they forge
closer cooperation and form alliances;
Resolves:
To call upon all member airlines to give support and actively participate
in joint projects particularly in the areas of:
· Joint purchase and use of Marketing Intelligence Data Tape (MIDT)
· IT Solutions such as online booking and ticketing
· Common training facilities

YAMOUSSOUKRO DECISION RES AGA 35/6
Whereas the meeting of African Ministers in charge of Civil Aviation
in Yamoussoukro in 1999 adopted the Yamoussoukro Decision as the
common liberalization policy of the Continent.
Whereas in accordance with its terms, State parties to the Decision
are required to fully implement the Decision by August 2002.
Noting that despite various measures taken by sub-regional groupings,
individual States, AFRAA and other stakeholders to speed-up implementation,
progress has been very slow.
Convinced that unless the liberalization process within the Continent
is speeded up, the continued survival, let alone growth, of the
African airlines cannot be sustained in the face of the ever increasing
competition pressure from international mega-carriers operating
in a liberalized environment.
Recognizing that, one of the main reasons for the lack of progress
in the implementation of the Yamoussoukro Decision is the absence
of an implementing body having the necessary enforcing authority
and placed at the appropriate level.
Resolves,
To call upon African States;
§ to take measures to establish a Yamoussoukro Decision implementing
body within the African Union vested with sufficient enforcing
authority and placed at a level commensurate with the responsibilities
entrusted to it.
EXTERNAL AVIATION POLICY RES AGA 35/7
Noting that recent developments in the European Union (EU) which
require renegotiation of all bilateral air service agreements entered
into by third countries with EU member States will have significant
implications for African Airlines and States.
Noting further
the trend by the United States of America (USA) to negotiate “Open Skies” Agreement
with individual African States.
Realizing that African States need a common approach to withstand
the pressure arising from these and other developments in the
EU, the USA and other regional blocks and achieve sustainable
growth of the Aviation industry in Africa and continue to participle
in international aviation.

Resolves,
To call upon Governments, sub-regional economic communities, continental
organizations and other stakeholders to;
· formulate
and put in place a common African external policy which will
guide
individual States and sub-regional organizations
in their relations with third countries.
AFRAA AIRLINE TRANSPORT PILOT TRAINING RES AGA 35/8
CURRICULUM
Recognising that a jointly developed training reference document
relating to a curriculum for pilot training is of benefit to;
i. African airlines who perform Airline Transport Pilot Training
as a base for developing training materials and;
ii. African airlines who outsource the training of their pilots
as a reference for negotiations of their training services.
The 35th Annual General Assembly of African Airlines Association
meeting in Tripoli, Libyan Arab Jamahiriya on 8 - 9 December 2003
Resolves:
a) to adopt the AFRAA Airline Transport Pilot Training Curriculum
as guidelines for the development of training material
b) to call upon African Governments to consider the Airline Transport
Pilot Curriculum when developing their national requirements related
to Airline Transport Pilot Training
c) to direct the Secretary General, in co-operations with AFCAC,
to bring to the attention of African Governments these Resolutions.

Be it resolved that:
Messrs Deloitte & Touche,
Certified Public Accountants of Kenya be and are hereby appointed
External Auditors of the Association
for the Year 2003.
APPROVAL OF STATEMENTS OF ACCOUNTS AND
AUDITORS’ REPORT THEREON FOR THE YEAR
ENDED DECEMBER 31, 2002 RES AGA 35/10
Be it resolved that:
The Statements of Accounts of the Association and the Auditors'
report thereon for the year ended December 31, 2002 be and are
hereby approved.
APPROVAL OF ANNUAL BUDGET AND
MEMBERSHIP SUBSCRIPTION FOR THE YEAR 2004 RES AGA 35/11
Be it resolved that
The annual budget and membership subscriptions for the year 2004
be and are hereby approved as submitted to the Assembly.
ELECTION OF MEMBERS OF
THE EXECUTIVE COMMITTEE RES AGA 35/12
Be it resolved that the following Chief Executives are hereby
elected to the Executive Committee for the terms herein specified:
For a term of three year until the close of the 38th AGA

ELECTION OF PRESIDENT,

Be it resolved that:
Mr. Zouhair El Aoufir, be and hereby is elected President of the
Association for the year 2004; and further resolved that
Mr. Titus Naikuni, Chief Executive of Kenya Airways and Mr. Gernot
Riedel, Chief Executive of Air Nambia be elected 1st and 2nd Vice
Presidents respectively for the year 2004.
CONFIRMATION OF APPOINTMENT OF
MEMBERS OF STANDING COMMITTEES RES AGA 35/14
Be it resolved that
The nomination shown on the attachment hereto made to the Traffic,
Economic/Finance, Technical/Operations, Training and Legal Committees
be and are hereby confirmed. It being further understood that the
list shall be kept open for a further period sixty days after the
close of the 35th AGA to allow for further nominations by members
who have not yet done so; and
Noting that the Standing Committees play a pivotal role in the
work of the Association request all members to encourage and authorize
their designated representative to effectively participate in the
work of the respective Standing Committees.

Be it resolved that the 36th Annual General Assembly be held in
Dakar, Senegal on
6 - 7 December 2003.
