Political actors urged by Working Group on Libya to maintain calm and stability

Tripoli, Libya (PANA) - The co-chairs of the International Monitoring Committee's Political Working Group on Libya have stressed the importance of maintaining calm and stability on the ground and the imperative of rebuilding a consensus among political actors.

The existence of two rival governments, that of Prime Minister of the Government of National Unity (GNU), Abdelhamid Al-Dbaiba, and the Prime Minister appointed by the Parliament, Fathi Bachagha, has heightened tensions in the country.

This has aggravated the political crisis with the country entering a deadlock after the postponement of the elections on 24 December last year.

In a statement issued on Tuesday by the United Nations Support Mission in Libya (UNSMIL), at the end of a virtual meeting, the co-chairs -- Algeria, Germany, the League of Arab States and the United Nations -- reiterated that "free, fair, inclusive and credible elections are the only solution to the recurring political crises in Libya".

They expressed their full support for the efforts of the UN Secretary-General's Special Adviser on Libya, Mrs Stephanie Williams, to break the deadlock through dialogue and for her initiative to convene a meeting of a joint committee of Parliament and the High Council of State to agree on a constitutional and legal framework for the elections.

The initiative involves the formation of a 12-member joint committee with equal representation from Parliament and the High State Council to develop a constitutional basis for holding elections as soon as possible.

This proposal was accepted by the High State Council which chose its representatives but Parliament implicitly rejected it arguing that this procedure is a "parallel path" to the one adopted by the deputies.

The statement said that the co-chairs also stressed the importance of sustained progress on the economic and security tracks of the intra-Libyan dialogue.
