Kadhafi praises steps taken toward federal African govt

Accra- Ghana (PANA) -- Libyan leader Moammar Kadhafi says "through the Accra Declaration [on the formation of a federal government], Africa has expressed its desire to move forward".
Kadhafi made the observation in a statement issued Tuesday night in Accra at the end of the African Union (AU) ninth heads of state and government summit.
The Libyan leader who expressed his overall satisfaction with the conduct of the debates on the AU government, lauded the stance of heads of state and government who all accepted to make the Union government the final objective of the summit.
"A significant step has been made and that will favour African unity and the development of the continent," Kadhafi observed as he praised the "wise and clear spirit" of African leaders and their peoples.
In final recommendations dubbed the Accra Declaration, the heads of state and government conference set up a Ministerial Council to devise a strategy towards formation of the Union government.
