Kadhafi pleads for governance that protects Africans' interest

Addis Ababa- Ethiopia (PANA) -- The Libyan leader, Mouammar Kadhafi, has said tha t the only way Africa will make any impact in the committee of nations is by ach i eving the United States of Africa.
"It is not my personal project but the proposal should be considered as a step r equired to safeguard the interests of our countries," Kadhafi admonished over th e weekend at the 14th AU summit in Addis Ababa, the Ethiopian capital.
He said that the current system of governance in Africa, based on multi-party sy stem and elections had brought about neither stability nor prosperity in the con t inent.
He said that "in the aftermath of these programmes, leaders with weak and unpopu lar ideologies seized power all over Africa.
"In addition to that, the theory of the multi-party system considered as being t he only democratic alternative system was adopted as a result of the continent b e ing politically unstable, from Cأ´te d'Ivoire to the Horn of Africa.
"Regimes are changing every five years; the person who is elected president come s with his programme and sweeps away those of his predecessor.
It's a constant a n d endless repetition of things, which really slows down progress in Africa.
"A regime needs about 15 years of stability to successfully implement its progra mme.
" The Libyan leader said the effects of the failure of these so-called democratic system were the evolution of rebel groups and the coming to power of corrupt lea d ership who undermine development in the continent.
Kadhafi said: "Such a situation is the cause of perpetual amendments to constitu tions in many countries, the refusal to comply with the established order by arm e d rebel groups and secession attempts, among others"
