Winding up its 4th summit in Sirte, Libya CEN-SAD expressed total support for President Robert Mugabe in his tussle with what the bloc said was "the blatant interference of foreign powers in Zimbabwe's internal affairs under the guise of election monitoring." In a declaration on the situation in Zimbabwe, CEN-SAD charged that such interference was a "blatant violation of international law and the principle of the sovereignty of the States."
